Minutes of Board of Directors Meeting

August 11, 2025

Oakbrook Townhouses, Inc.

The regular meeting of the Board of Directors of Oakbrook Townhouses (OT) was held August 11, 2025 at the Lakewood Public Library, 10202 Gravelly Lake Drive S.W., Tacoma, WA 98499.

A quorum being present Board President Al Glamba called the meeting to order at 4:08 PM.

Board members present were Al Glamba, Dave Hamann, and Ken Karch.

Approval of Board Meeting Minutes of July 14, 2025

Glamba requested approval of the draft Board meeting minutes of July 14, 2025.  Following discussion, Hamann moved and Karch seconded approval of DRAFT 2 of the July 14, 2025 Board meeting minutes. The motion passed. 

Treasurer’s Report

Treasurer Karch described the July 31, 2025 Treasurer’s report previously sent out.

Glamba read the figures for July 31, 2025 into the record.

Following discussion, Hamann moved and Karch seconded to approve the July 31, 2025 Treasurer’s Report.  The motion passed.

Heritage Restoration Lawsuit

Glamba stated this topic will be deferred to the Executive Session later in the meeting.

Update on 2021 Audit Report

Glamba reported Neuman CPA has requested information on the settlement discussions taking place on the Heritage Restoration lawsuit. Neuman CPA has also completed and submitted our 2022 income tax filing.

Obscuring Vegetation Adjacent to Driveways

Glamba reported that we have received a proposal from Green Effects for trimming vegetation which obstructs visibility for members backing onto Zircon Drive in the amount of $1,760.00 plus tax.  Glamba recommended that one or more Board members oversee the trimming to ensure the six identified locations are correctly trimmed.  Following discussion, Hamann moved and Karch seconded to accept the proposal from Green Effect for trimming obscuring vegetation in the amount of $1,760.00 plus tax.  The motion passed.

7417 Zircon Driveway Replacement

Glamba reported that Willow Properties reported that one contractor, Puget Paving and Construction, has submitted a bid, and Willow Properties is attempting to secure an additional bid.  Karch provided a copy of two bids submitted in August, 2024, and suggested we ask if these bids are still valid.  Karch also provided a listing of all driveways replaced since 2014, including per square foot prices of each.  The Board also discussed the need to ensure that sprinkler and related water lines are replaced at the time driveways are replaced.  The Board deferred further action pending receipt of additional bids.

Request for Reconsideration of Board Decision on Vans in Driveways

Glamba reported a member had requested reconsideration of a Board decision on vans in driveways.  The current Board policy is to permit small cargo vans as long as they do not damage the driveway, obstruct traffic on Zircon Drive SW or that of other unit owners, and that they are not being lived in.  Karch also provided the Board with estimated load bearing weights of typical residential driveways, suggesting that such driveways are typically designed for cars and light trucks up to 10,000 lbs. Following discussion, the Board asked that the member be requested to submit length, width, and weight for the recreational vehicle he is proposing. 

Ratification of Authorization to Pay Green Effects, Inc.

Glamba requested Board ratification of his authorization to pay Green Effects, Inc. to repair a lateral break plus broken swing arm and head at 7535 Zircon Drive SW in the amount of $960.07 including tax.  Following discussion, Karch moved and Glamba seconded to ratify such authorization.  The motion passed.

Erroneous Payment to Oakbrook 7th Addition

Glamba reported on the erroneous payment by a member to the Oakbrook 7th Addition. He reported the member has made good to Oakbrook Townhouses on the two checks, and is currently up to date on all past due amounts.

Pruning Plum Trees

Glamba reported Willow Properties has been asked to secure bids to trim the 25 or so purple plum trees, as has been done in the past.  Green Effects does not normally trim trees higher than 12 feet, so another tree trimmer contractor is needed.

Request for Reimbursement to Unit Owner at 7505 Zircon for Pest Abatement

Glamba reported the member at 7505 Zircon had requested an update on her submission of bids from Willard Pest Control, and recounted his conversation with Willow Properties on paying one, and taking other actions to remove dead rodents, repair a hatch, and trim trees which potentially allowed rodents to secure access to her rooftop.  No further action was approved by the Board.

Notification of Members of Water Shut-Off

The Board discussed recent needs by members to communicate to other members in their building about water shut-offs during plumbing work such as replacement of kitchen or bathroom plumbing or hot water heaters. Karch reported that shut off valves may be outside of each building, inside the garage, or inside the unit itself, and that many of the outside valves may be heavily corroded.  He suggested we secure information from our contractor, PDQ Contractors, on the locations of shut off valves for each unit, so that replacements can be made as necessary.

Next Board Meeting

The next Board meetings will be held at the Lakewood Public Library on Monday, September 8, 2025, and Monday, October 13, 2025 both at 4:00 PM.

It was moved and seconded to adjourn the meeting. The motion passed.  The meeting was adjourned at 5:33 PM.
