The
regular meeting of the Board of Directors of Oakbrook Townhouses (OT) was held June
11, 2018 at the home of Mike McDonald, 7531 Zircon Drive SW, Lakewood, WA.
A
quorum being present, Board President Ken Karch called the meeting to order at
7:09 PM.
Board
members present were Al Glamba, Dave Hamann, Ken Karch, Mike McDonald, Jim
Pearcy, and Steve Rinnan, as were member Kathy Johnson, and Chris Morris and
Michelle Selberg from Northwest Properties.
Minutes
McDonald
moved and Hamann seconded to approve the May 14, 2018 Board meeting minutes as submitted. The motion passed.
In
accordance with the Board agreement at the May 14 meeting, Karch secured email
concurrence from five Board members to proceed with the proposal from Concrete
Impressions to replace the driveway at 7713 Zircon following a sewer backup, in
the amount of $5,405.40, including tax, as this issue was considered an
emergency situation.
Treasurer’s Report
Pearcy
presented the Treasurer’s Report. Following
discussion of the reserve and capital improvements accounts, insurance, late
payers, and possible application errors, it was moved and seconded to approve the
Treasurer’s report, subject to corrections discussed. The motion passed.
Old Business
Karch
reported that the slope stability report has been received, and was sent to
Board members last week. He briefly
summarized the results in five areas and mapped the specific locations on a map
of the development. The Board asked that
copies of the report and summary be sent to the membership (attached) and that
members of the Board should meet with the contractor on site to review key
aspects. Pearcy moved and McDonald seconded to authorize payment of the
contract with GeoResources. The motion passed.
Karch
reported on the sewer breakage in the driveway at 7713 Zircon, causing flooding
of the lower floor. The Board authorized
engagement of Concrete Impressions to replace the entire driveway in
conjunction with repair of the sewer line, to be done by others. A bid from Concrete Impressions, of Graham,
WA in the amount of $5,405.40, including tax, was approved by an email vote of
the Board, and a proposal by All City Construction of Tacoma, WA in the amount
of $1,376.25 including tax was approved by the President, with work to be
coordinated by Northwest Properties and PDQ. Internal work needed is covered by
the owner’s homeowners insurance. The event was considered an emergency
requiring immediate attention.
McDonald
and Karch reported on conversations with the Concrete Impressions indicating
the experimental brushed concrete driveway, while slightly less expensive than
the older exposed aggregate finish, would last somewhat longer. The Board was reminded of member concerns
expressed at the Annual Meeting about the appearance of the brushed concrete
finish in the driveways replaced on an experimental basis last year. After further discussion Hamann moved and
Pearcy seconded to replace the 7713 driveway with an exposed aggregate
finish. The motion carried with McDonald
abstaining.
Pearcy
reported on a sewer blockage inside 7813 and raised a question about the extent
to which early cast iron sewer pipe may present problems in other units as it
reaches its useful life. He also raised the question of whether we should video
the sanitary and storm sewer drains in the front of the buildings.
The
Board requested NWP to identify any other association bylaw provisions relating
to cluster mailboxes.
Karch
reported the City of Lakewood has sued the State of Washington over the issue
of adult family homes.
Members
reported favorably on the mowing of grass in the Ruby Apartments site,
recalling the several grass fires that occurred on the site last year.
New Business
Glamba
reported on a joint proposal of University Place, Lakewood, and Pierce County
to construct a 2.5 mile trail along the north side of Chambers Creek from
Kobayashi Park to the Chambers Creek Road Trailhead. The Board agreed it should
watch developments on this proposal.
Next Meeting
The
next Board meeting will be held July 9, 2018, at the home of Jim Pearcy at 7813
Zircon Drive at 7:00 PM.
It was moved
and seconded to adjourn the meeting. The
motion passed and the meeting was adjourned at 8:29 PM.
