Minutes of Board of Directors Meeting

The regular meeting of the Board of Directors of Oakbrook Townhouses (OT) was held March 23, 2026 at the Lakewood Public Library, 10202 Gravelly Lake Drive S.W., Tacoma, WA 98499.
A quorum being present Board President Al Glamba called the meeting to order at 4:01 PM.
Board members present were Al Glamba, Ken Karch, Marq Tillmann, and Jonathon Welsh.
Approval of Board Meeting Minutes of February 11, 2026
Glamba requested approval of the draft Board meeting minutes of February 11, 2026 DRAFT 2. Following discussion, Welsh moved and Tillman seconded to approve DRAFT 2 of the February 11, 2026 Board meeting minutes. The motion passed.
Treasurer’s Report
Treasurer Karch described the February, 2026 DRAFT 1 Treasurer’s report previously sent out.
Glamba reported that Oakbrook Townhouses, Inc. received back $8,508.34 in unspent litigation funds held by Miller Nash LLP and $638.50 in unspent litigation funds held by McFerran Law PS for the 2020 fire and resulting legal matters relating thereto.
Glamba read the figures for February 28, 2026 into the record.

Following discussion, Welsh moved and Tillman seconded to approve the February 28, 2026 DRAFT 1 Treasurer’s Report. The motion passed.
Update on 2021 Audit Report
Glamba reported that Oakbrook Townhouses has still not received the final 2021 Audit Report from Newman CPA, and reported on his investigation of reasons therefore.
Status of Driveway Replacement at 7417 Zircon Drive
Glamba reported we are awaiting an additional proposal for replacing the driveway at 7417 Zircon Drive. Welsh asked that Willow Properties provide the Board with the names of companies available for driveway replacement, and those which have been requested to provide bids. The matter was deferred to the next meeting.
Repair of Driveway at 7813 Zircon
Glamba reported that the work has been completed and we are waiting for an invoice.
Reserve Study Update for 2026
Glamba reported that Glamba, Karch, and Welsh met with the CEDCORE, LLC representative and presented a notebook of information to him, following which he toured the property, took photos, and asked a few questions.
Status of Testing & Certification of Backflow Prevention Valves
Glamba reported we have had three backflow prevention valves tested; two of which passed, and the third failed, requiring it to be replaced and tested. Green Effects replaced the failed unit on March 20 The Board discussed whether the new unit had been tested.
Removal of Ivy from Trees Behind 7511 Zircon
Glamba reported the ivy had been removed and we are awaiting an invoice.
Goals for 2026
Karch described the process we have used to set, and assess progress against, a set of annual goals for the Board. He had earlier passed out his own assessment of the 2025 goals. Board discussion involved all Board member’s views on the assessment of 2025 goals.
Following
discussion, Welsh moved and Tillman moved to approve a set of goals for
2026. The motion passed.
Five Year Plan for 2026-2030
Karch described the process we have used to establish a Five Year Plan for the Board; passed out draft copies of the 2026-2030 Five Year Plan; and asked for member comment. Following extended discussion, the Board deferred further action to the next meeting.
Removal of Storm Material Between Buildings 10 and 11 and Between Buildings 11 and 12
Karch reported that storm materials had been removed from between Buildings 10 and 11 and between Buildings 11 and 12.
Snow-Related Broken Tree Branches from Purple Plum Tree and Broken Light Pole
Glamba reported the snow-related tree branches from a purple plum tree had been removed by I'm In Tree Services, and that PDQ Construction replaced the light pole.
Request to Add Catio on Rear Deck or Garage Roof at 7521 Zircon Drive SW and Widen Driveway at Same Location
Glamba reported that we are awaiting plans for the patio, and have received preliminary drawings for the driveway proposal. The Board carried out extended discussion on the driveway proposal, including responsibility for costs; responsibility for long-term maintenance, including any utility lines beneath the sidewalk or driveway; meeting of code requirements; requirements for approval by the City of Lakewood; and precedent. The Board deferred the matter until the next meeting.
Status of Mold Inside the Garage of the Unit at 7421 Zircon Drive SW
Glamba reported Willow Properties had reported there was no mold. PDQ Construction went and looked and there was dirt on the bike. PDQ did say the garage roof needs to be replaced. Willow Properties emailed the Board a proposal from The Roof Doctor, Inc. for the cost to replace it.
Cracks in Interior Walls of the Unit at 7627 Zircon Drive SW.
Glamba reported there are no updates on this. Karch gave the unit owner the photos/plans that he had, and we haven't heard back from him yet.
Approval of Invoice from The Roof Doctor, Inc.
Glamba requested approval of a proposal from The Roof Doctor, Inc. in the amount of $6,436.43 including sales tax and a winter discount for replacement of the garage roof at 7421 Zircon Drive SW. Following discussion, Welsh moved and Tillman seconded approval of the proposal from The Roof Doctor, Inc. in the amount of $6,436.43, including sales tax and a winter discount. The motion passed.
Roof Leak at 7533 Zircon Drive SW
Glamba reported that photos were emailed to the roofing company last week, and they are supposed to be going out this week to take a look.
Lawn Maintenance Behind Building 11
Karch outlined the dethatching and mowing issue behind Building 11. Following extended discussion, the Board rejected any contribution to the dethatching and mowing.
Replacement of Gas Line at 7805 Zircon Drive SW
Glamba reported the gas line at 7805 Zircon Drive SW has been replaced. The Board expectation is that the asphalt patches placed on the repair is temporary, and that the gas company will replace the original driveway section with concrete.
Request to Trim Ferns at 7611 and 7613 Zircon Drive SW
Glamba reported on a request to trim ferns to the side of 7611 and 7613, and proposed to request Green Effects for a proposal.
Next Board Meeting
The next Board meetings will be held at the Lakewood Public Library, 10202 Gravelly Lake Drive SW, Tacoma, WA 98499 on Monday, April 13, 2026 and Monday, May 11, 2026, both at 4:00 PM.

It was moved and seconded to adjourn the meeting. The motion passed. The meeting was adjourned at 6:01 PM.
