The regular meeting of the Board of Directors of Oakbrook Townhouses (OT) was held February 11, 2026 at the Lakewood Public Library, 10202 Gravelly Lake Drive S.W., Tacoma, WA 98499.
A quorum being present Board President Al Glamba called the meeting to order at 4:05 PM.
Board members present were Al Glamba, Ken Karch, Dave Hamann, Marq Tillmann, and Jonathon Welsh.
Approval of Board Meeting Minutes of December 8, 2025
Glamba requested approval of the draft Board meeting minutes of December 8, 2025 DRAFT 2. Following discussion, it was moved and seconded to approve DRAFT 2 of the December 8, 2025 Board meeting minutes. The motion passed.
Approval of Special Board Meeting Minutes of January 20, 2026
Glamba requested approval of the DRAFT 2 Special Board meeting minutes of January 20, 2026. Following discussion, Welsh moved and Hamann seconded approval of DRAFT 2 of the January 20, 2026 Special Board meeting minutes. The motion passed.
Review of Results of the Annual Members’ and Special Board Meetings of January 20, 2026
Glamba reviewed the results of the 2026 Annual Members’ meeting and the Special Board Meeting of January 20, 2026.
Approval and Referral of DRAFT 2 of the 2026 Annual Members’ Meeting for Approval by the Membership at the 2027 Annual Members’ Meeting
Glamba requested approval and referral of the DRAFT 2 of the 2026 Annual Members’ Meeting Minutes for Approval by the membership at the 2027 Annual Members’ meeting. Following discussion, Welsh moved and Karch seconded approval of DRAFT 2 of the 2026 Annual Members’ Meeting minutes. The motion passed.
Treasurer’s Report
Treasurer Karch described the January 31, 2026 DRAFT 1 Treasurer’s report previously sent out.
Lew Mildon (7511 Zircon Drive SW) arrived during the Treasurer’s discussion.
Glamba described efforts to discover a missing roughly $5,000 which he learned had been escheated to the Washington State Department of Revenue as a result of reported non-use by our bank sometime after 2016. The uncertainty regarding this amount has been holding up a final copy of the 2021 Audit Report. He reported he had filed an application to recover the funds from the Department of Revenue.
Glamba also described an offer from Key Bank to move some of our funds to a slightly higher interest account (which was accepted), and asked for Board views on securing a Board credit card, which was negative.
Glamba read the figures for January 31, 2026 into the record.

Following discussion, Welsh moved and Hamann seconded to approve the January 31, 2026 DRAFT 1 Treasurer’s Report. The motion passed.
Update on 2021 Audit Report
Glamba reported Oakbrook Townhouses has still not received the final 2021 Audit Report from Newman CPA, and that Oakbrook Townhouses has provided all information requested by Newman CPA.
Status of Driveway Replacement at 7417 Zircon Drive
Glamba reported we are awaiting an additional proposal for replacing the driveway at 7417 Zircon Drive.
Repair of Driveway at 7813 Zircon
Glamba reported that Willow Properties indicated that we are awaiting a contact from a bidder to schedule a date for repairs.
Reserve Study Update for 2026
Glamba reported that paperwork has been sent to CEDCORE, LLC, and we are expecting a contact to begin the work next week. Karch reminded the Board that a preliminary meeting is necessary before the work actually starts, given the problems we had in 2023 with a different contractor.
Status of Testing & Certification of Backflow Prevention Valves
Glamba reported we have had three backflow prevention valves tested; two of which passed, and the third failed, requiring it to be replaced and tested. We are awaiting a proposal from Green Effects for the replacement. Karch described the problems of cross connections.
Removal of Ivy from Trees Behind 7511 Zircon
Glamba and Mildon reported on this issue. We are awaiting a proposal which will be forwarded to the Board upon receipt.
Discussion of Responsibilities of HOA vs. Homeowners
The Board discussed the issue of responsibility between the Oakbrook Townhouses vs. individual homeowners for certain work at 7511 Zircon.
Goals for 2026
Karch described the process we have used to set, and assess progress against, a set of annual goals for the Board; passed out copies of the 2025 Goals approved by the Board last year; and asked for members to consider and be prepared to make recommendations for 2026 for consideration at the next Board meeting.
Five Year Plan for 2026-2030
Karch described the process we have used to establish a Five Year Plan for the Board; passed out copies of the 2025-2029 Five Year Plan; and asked for members to consider and be prepared to make recommendations for the 2026-2030 Five Year Plan for consideration at the next Board meeting.
Invoice From PDQ Construction
Glamba requested ratification of the approval of PDQ Construction invoice #80226-2 in the amount of $3,667.98 including sales tax for miscellaneous maintenance and repair work. Following discussion, Welsh moved and Hamann seconded ratification of the approval of payment of PDQ Contractors’ invoice #80226-2 in the amount of $3,667.98. The motion passed.
Mold Issue in Garage at 7421 Zircon Drive
Glamba reported on a recent concern over mold in the garage at 7421 Zircon Drive. Glamba requested Willow Properties to have PDQ Construction review the situation and make recommendations.
Changes to the Washington Uniform Common Interest Ownership Act
Glamba described legislative changes to the Washington Uniform Common Interest Ownership Act, which will affect Oakbrook Townhouses, including issues relating to meetings, assessment payment options, electric vehicle charging stations, and heat pumps. Copies are available from Willow Properties.
Next Board Meeting
The next Board meetings will be held at the Lakewood Public Library, 10202 Gravelly Lake Drive SW, Tacoma, WA 98499 on Monday, March 23, 2026 and Monday, April 13, 2026 at 4:00 PM.

It was moved and seconded to adjourn the meeting. The motion passed. The meeting was adjourned at 5:39 PM.
