The regular meeting of the Board of Directors of Oakbrook Townhouses (OT) was held April 13, 2026 at the Lakewood Public Library, 10202 Gravelly Lake Drive S.W., Tacoma, WA 98499.
A quorum being present Board President Al Glamba called the meeting to order at 4:07 PM.
Board members present were Al Glamba, Dave Hamann, Ken Karch, Marq Tillman, and Jonathon Welsh.
Approval of Board Meeting Minutes of March 23, 2026
Glamba requested approval of the draft Board meeting minutes of March 23, 2026 DRAFT 2. Following discussion, Welsh moved and Hamann seconded to approve DRAFT 2 of the March 23, 2026 Board meeting minutes. The motion passed.
Treasurer’s Report
Glamba reported Oakbrook Townhouses had received a Notice of Certificate Maturity on the Sound Credit Union Share Certificate, as well as the 1099-INT form submitted to the IRS for interest earnings, upon which taxes must be paid.
Treasurer Karch described the March, 2026 DRAFT 1 Treasurer’s report previously sent out. Members noted three corrections.
Glamba read the figures for March, 2026 into the record.

Following discussion, Welsh moved and Hamann seconded to approve the March, 2026 DRAFT 2 Treasurer’s Report, with corrections. The motion passed.
Update on 2021 Audit Report
Glamba reported that Oakbrook Townhouses has still not received the final 2021 Audit Report from Newman CPA, and reported on his investigation of reasons therefore.
Status of Driveway Replacement at 7417 Zircon Drive
Glamba reported we are awaiting additional proposals for replacing the driveway at 7417 Zircon Drive, and that Willow Properties reported they had emailed two additional contractors to get proposals for replacement. Following discussion, Welsh moved and Hamann seconded to establish an April 30, 2026 deadline date for submission of proposals, to communicate same to potential contractors, and to take final action on or about April 30 via email. The motion passed.
Repair of Driveway at 7813 Zircon
Glamba reported that the work has been completed and requested approval to pay the invoice from Looker Asphalt, Inc., in the amount of $6,011.46, including sales tax, for repairing the driveway at 7813 Zircon. Following discussion, Welsh moved and Karch seconded to approve payment of the invoice. The motion passed.
Reserve Study Update for 2026
Glamba reported that CEDCORE, LLC provided a draft copy of the 2026 Reserve Study for Oakbrook Townhouse. Karch and Glamba described their comments, including the degree to which the Board may want to provide current, baseline, and full funding for items in the report. Karch described the process he went through to assess the net present value of all future payments. The Board agreed to defer final action on the study until next meeting. Following discussion, Welsh moved and Hamann seconded to pay CEDCORE, LLC its invoice in the amount of $1,536.29 for the Oakbrook Townhouses 2026 Level 1 Reserve Study. The motion passed.
Status of Testing & Certification of Backflow Prevention Valves
Glamba reported we have had three backflow prevention valves tested; two of which passed, and the third failed, requiring it to be replaced and tested. Green Effects replaced the failed unit on March 20. The Board discussed whether the new unit had been tested, whether the test had been submitted, and whether Oakbrook Townhouses would be billed.
Removal of Ivy from Trees Behind 7511 Zircon
Glamba reported the ivy had been removed and we are awaiting an invoice.
Five Year Plan for 2026-2030
Karch reported he had made the changes requested at the last meeting, and asked for additional changes. Following discussion, Welsh moved and Tillman seconded to approve the amended version of the Oakbrook Townhouses 2026-2030 Five Year Plan. The motion passed.
Removal of Storm Material Between Buildings 10 and 11 and Between Buildings 11 and 12
Karch reported that storm materials had been removed by Green Effects from between Buildings 10 and 11 and between Buildings 11 and 12, and we are awaiting invoices for that work.
Snow-Related Broken Tree Branches from Purple Plum Tree and Broken Light Pole
Glamba reported the snow-related tree branches from a purple plum tree had been removed by I'm In Tree Services, and that PDQ Construction replaced the light pole. He requested approval of invoice #479 from I’m In Tree Service in the amount of $1,651.50, including sales tax. Following discussion, Welsh moved and Tillman seconded to approve payment of that invoice. The motion passed.
Request to Add Catio on Rear Deck or Garage Roof at 7521 Zircon Drive SW and Widen Driveway at Same Location
Glamba reported on photos he had taken of the driveway and sidewalk locations. The Board engaged in extended discussion on utility, drainage, permitting, and other matters as described last month. Following that discussion, Welsh moved and Tillman seconded to reject the proposal as presented and require the revision of any future proposal to account for such issues, including that of economic waste, spacing with respect to Building 7, and design specifications for the sidewalk. The motion passed, with Karch opposed.
Cracks in Interior Walls of the Unit at 7627 Zircon Drive SW.
Glamba reported there are no updates on this.
Status of Replacement of Garage Roof at 7521 Zircon
Glamba reported that Willow Properties reported that the work was completed April 9, 2026, and asked for approval to pay the Roof Doctor invoice, in the amount of $6,436.43, including sales tax and a winter discount. Following discussion, Welsh moved and Hamann seconded to approve that invoice. The motion passed.
Roof Leak at 7533 Zircon Drive SW
Glamba reported that the roofing company stopped by and repaired the minor problem, with no charge.
Replacement of Gas Line at 7805 Zircon Drive SW
Glamba reported the gas line and a portion of the driveway at 7805 Zircon Drive SW have been replaced, at no cost to Oakbrook Townhouses.
Request to Trim Ferns at 7611 and 7613 Zircon Drive SW
Glamba reported on a request to trim ferns to the side of 7611 and 7613, and that Willow Properties had indicated the work was completed last week by Green Effects.
Repairs of Rear Deck at 7811 Zircon Drive SW
Glamba reported Willow Properties had indicated that PDQ Construction had reported that it doesn’t look like the entire deck needs to be replaced, and that only a few boards need to be swapped out, and possibly one beam.
Request to Remove Non-Sufficient Funds Fees Imposed on Owner at 7807 Zircon Drive SW
Glamba summarized a request by the unit owner to remove non-sufficient funds fees by the unit owner’s bank. Following discussion, Welsh moved and Hamann seconded to deny the request. The motion passed.
Proposal to Require Removal of Brush and Branches Following Cleanup
Karch described the current practice of disposing of brush and small branches into the Chambers Creek gully, following cleanup of such materials, and asked the Board to require, in the future, that such contractor proposals include a specific provision requiring such materials to be disposed of offsite, citing the risk of natural and man-made fires. This would not apply to large tree trunks. Following discussion, Welsh moved and Karch seconded to approve such a policy. The motion passed.
Status of Federal Income Taxes
Glamba reported on investigations on Federal Income Tax provisions which would affect taxes due from Oakbrook Townhouses as a result of interest earned from our share account and perhaps payments received following conclusion of mediation on the lawsuit regarding our 2020 fire at 7617 Zircon Drive SW.
Next Board Meeting(s)
The next Board meetings will be held at the Lakewood Public Library, 10202 Gravelly Lake Drive SW, Tacoma, WA 98499 on Monday, May 11, 2026 and Monday, June 8, 2026, both at 4:00 PM.

It was moved and seconded to adjourn the meeting. The motion passed. The meeting was adjourned at 6:13 PM.
